New Sample of Payroll Commitment

In the process of work permit application for foreigners in China, for those who apply with Category A or Talent Points, it is required to submit a payroll commitment and to provide the corresponding tax payment certificate in the next business since the applicant hasn’t started to pay taxes.

在申请办理外国人来华工作许可证过程中，通过A类与计点积分申请的工作证，因申请人还未开始纳税，申请人可通过薪资承诺的方式承诺下次延期补交其完税证明。

To further standardize the procedures of work permit application, Shanghai Bureau of Foreign Experts has issued a new Payroll Commitment sample. Three major changes can be highlighted here:

为进一步规范外国人来华工作证办理规范，上海市外国专家局根据相关的政策法规，近期发布了新版《薪资事项承诺书》，新版本主要有三方面变化：

The new version combines the Payroll Commitment for foreign high-end talents (Category A), the skilled talents and the talent points from 3 individual forms into one. (Referring to the Blue Part of the form) 

精简统一：新版《薪资事项承诺书》将外国高端人才（A类）薪资事项承诺书，技能型人才薪资事项承诺书以及积分薪资事项承诺书合三为一。（见图中蓝色方框内容）

Clarify the responsibilities of the employer and the measures to those who have failed to deliver salary commitments. (Referring to the Pink Part of the form)

明确聘用单位责任及承诺未达的处理办法。（见图中红色方框内容）

Launch official English version sample.

推出官方英文版样张。

The new sample of Payroll Commitment can be obtained from the public platform of SGST.

新版《薪资事项承诺书》可在上海研发公共平台获取。

Note: Based on our recent feedback during the application, besides the tax payment certificate, the new Payroll Commitment is also required when processing the work permit extension with category A and talent points. 

注意：根据我们近期操作的反馈，A类工作许可证与计点积分办理的工作许可证在延期的过程中，除需要提供完税证明外，还需一并提交新版薪资事项承诺书。
